Legislative Framework on Torture in Indonesia
Torture is often occuring in many places. In 2015, the National Police is ranked first as the institution being reported by the society to the National Commission of Human Rights (“Komnas HAM”). This situation is caused by various reasons, including discrimination in services to torture during investigation. Komnas HAM, consequently, asking for the issuance of Draft Bill on Anti Torture.
The Government echoes Komnas HAM’s plead. Led by the Ministry of Law and Human Rights, the Government is in the middle of drafting the Draft Bill on Anti Torture, due to the rampant obscure crime committed by state apparatus.
For that specific reason, ICLU presents the legislative framework regarding torture as a crime or in relation with the prevention of torture.
